United States House of Representative Bill 4317

The United States House of Representative Bill 4317 was enacted this week and now requires 100% Rebate Pass-Through of all rebates and fees to customers.  Drug companies were giving every Pharmacy Benefit Management company different rebates.  This was a very anticompetitive practice.  The House Bill 4317 requires Pharmacy Benefit Management companies to pass through all rebates and fees to customers, plus delinks compensation from drug prices, prohibits spread pricing with Medicare/Medicaid, and mandates transparency in Medicare Part D pricing.   The Delinking of Compensation, prohibits PBMs from basing compensation on the price of the drugs, requiring them to receive flat administrative fees.  This allows for end users like General Motors and all other companies, to understand the real costs.  The House Bill 4317 mandates increased transparency in PBM practices and prohibits spread pricing with Medicare/Medicaid.  This bill took almost 25 years to finally pass.

For 20 plus years, drug companies have been selling their drugs at a lower price point to Canadian pharmacies, so finally a president has tried to address the problem, with House Bill 4317. Tariffs have allowed the president another tool to address the inequities in drug pricing to foreign countries. Health care costs have gone from 5 percent of the United States economy to 20 percent of the economy. Hopefully equity among drug prices, with developed countries, should bring down all costs for the United States consumer.

The only way I know to stop the City of Lake Forest from cutting down trees in the city is to run for mayor.


If the Lake Forest City Council allows the cutting down of the 13-inch diameter tree in front of Rosati's,

then I am running for Mayor again.

During the past few days, the Lake Forest City Council has blessed the cutting down of the 13-inch diameter tree in front of Rosati's, 


It is official.  Everything I do for the next 18 months will be focused on my Mayoral campaign.

The City of Lake Forest does not understand the concept of addition. 
Constantly cutting down large mature trees is subtraction in my book.
The existing tree in front of Rosati's is 13-inches in diameter.
The new tree on the Contract Drawings in front of Rosati's is 3-inches in diameter.

Maintaining healthy trees around or near city sidewalks in town is almost impossible, because of the amount of SALT placed on sidewalks, during the winter, by business owners. 
I will grant you that the tree in front of Rosati's is not centered, in the planting area, but cutting down an old tree that has reached the 3rd floor of a building is sad, in my opinion.
Nobody knows the root structure and why salt has not killed the tree to date, but replacing a 13-inch diameter tree with a 3 inch diameter tree is sad.

Let nature take its course. Branches do not have to be Symmetrical, on every tree, to be beautiful.
If the branches have no leaves and the branch is dead, then pruning it is fine, in my book.

Bottomline.
If I do not like what is happening in city government, then I should get involved.

A billion-dollar corporation called the Chicago Bears play on natural grass.

Let us review the list of trees CUT DOWN by the City of Lake Forest.


1.  30 full grown evergreen trees, in South Park,

east of the tennis courts.

2.  104 full grown evergreen trees, on Franklin Place,

so the City of Lake Forest could sell the land to a developer

to build apartments.

3.  Hundreds of trees in the McCormick Ravine.


Open Lands, must believe that if you cut down all the trees,


then you will have "OPEN LANDS".


4.  Hundreds of trees at Forest Park. 


Now there is severe erosion of the bluff.  


There were four huge tree stumps,

where the recent mudslide occurred, on the north entrance ramp.

I have pictures of them, before the rework, of the entrance ramp.


5.  18 flowering trees, on the train platform, at the train station in town.


6.  Five years later, 


18 more flowering trees on the other side of the tracks, on the platform, at the train station, in town.


7.  The trees in Market Square.  Notice the diameter of the trees. 


The old trees were removed because when the utility work was done,

city staff thought that they MIGHT disturb a root,

and just removed all the trees.


8.  The six trees in front of the Northern Trust Bank Building.


9.  The tree in front of the Jewel Osco parking lot that was hit by a plow, 

and to this date has not been replaced.


10.  If you walk the business district in town, 

you will notice other locations where trees have been removed, 

and replaced with concrete. 


11.  18 trees, located between the city parking lot, next to Gorton Community Center, and McKinley Road.

 

I live in Lake Forest, 

for the "FOREST"  environment, not to look at concrete !!!

 

I believe that the Lake Forest City Council should mandate that any trees REMOVED, in the BUSINESS DISTRICT, should be replaced, with another tree, within one growing season, or at least within a year.

Lake Forest approves OPEN AMORTIZATION.

Interesting that the National Football League, player association president, JC Tretter wrote a letter to the league **************************** calling for AN IMMEDIATE BAN of TURF FIELDS. *********************************************************** The World Cup Soccer hosts are converting their stadiums to natural grass, a FIFA requirement. *********************************************************** Interesting that the City of Lake Forest is moving forward on Turf fields, when it may soon be banned by the National Football League and Turf fields are not allowed by the FIFA World Soccer league.

Every 10 YEARS, the plastic field needs to be replaced because of deterioration, and wear. This becomes a recurring expense of about a million dollars a year. If you do not believe in the constitution, then Biden won.

Pennsylvania performed NO signature verification for mail-in ballots but some attorneys believe that signature verification is required by the state constitution. What is the point of obtaining a voter signature if nobody is going to check whether voters' signatures on mail-in ballot envelopes match the signatures on file ? Pennsylvania’s Supreme Court prohibited counties from rejecting mail-in ballots, if the voter’s signature on the mail-in ballot does not resemble, the signature on the voter’s registration form. No point in following the INTENT of the Pennsylvania Constitution. Pennsylvania failed to check signatures on more than 2,900,000 mail-in ballots. Pennsylvania failed to follow the INTENT of the Pennsylvania constitution. Throw out ALL those mail-in ballots with UNverified signatures and Trump wins.

Judicial system is NOT about fairness, NOR about logic, but about following ridiculous rules.

A federal judge, in the United States District Court, in the Northern District of Illinois, confirmed that the Illinois Commerce Commission does NOT have to make policies for Commonwealth Edison that make any sense, nor be logical, in the application, of those policies. The federal judge dismissed my complaint, filed against the Illinois Commerce Commission, in the United State District Court, on the grounds that the Illinois Commerce Commission does not have to be fair, nor be logical in their policies, but just has to follow their rules, even though NOT all the customers are being treated fairly by Commonwealth Edison.

How many people must die, in the Ukraine ?

After Putin, kills 43 million Ukrainians, Putin will STILL have NUCLEAR WEAPONS ! It is not like after 43 million Ukrainians are dead that the threat of nuclear war is over, and we can live in Peace.

I am for TERM LIMITS in CONGRESS.

3 Terms in the House of Representatives ( 6 years )

1 Term in the Senate ( 6 years )

I believe that the legislation could be passed by allowing the current members in Congress

to be grandfathered and not subjected to the limit.

Not easy, but doable in my first term in Congress.

Supreme Court held OKAY to make false statements,

On June 28, 2012, the Supreme Court held in the Stolen Valor Case that it is OKAY to make false statements, about being awarded a military medal. 

The Democratic appointed judges thought it was okay to make false statements. 
Now Democrats are upset that Trump made false statements. 

Equality will never be achieved because Federal Courts allow Asians to be discrimination against.

Asian students filed a lawsuit in the U.S. federal district court in Massachusetts in 2014, against Harvard University, claiming that Harvard discriminates against Asian applicants in its undergraduate admissions process.  

 
During the trial, the plaintiffs proved that Harvard consistently required Asians to score higher than applicants of any other racial or ethnic group on other admissions measures like test scores, and grades.

Harvard University officials did concede that in a 2013 internal review found that if Harvard considered only academic scores, and grades the Asian share of the class would rise to 43 percent from the actual 19 percent.  

Let use fire 83,000 hospital workers and then wonder why there is a shortage of hospital workers !!
